ENTRY VISAS FOR DEPENDENT TERRITORIES

Although responsibility for the then Passport Department was transferred from the Foreign and Commonwealth office to the Home Office in 1984, the then Passport Department and subsequently the UK Passport Agency have continued to process visa applications permitting entry to Dependent Territories. As this work is undertaken on behalf of FCO, who are responsible for setting fee levels, I would be grateful for your advice about the referral of such applications to Hong Kong. As I understand the Position visa fees are levied in accordance with the Consular Fees Act 1980. Fees for entry visas cover:-

i)

ii)

the basic cost of processing such applications;

the additional costs of referring such applications to Dependent Territories such as Hong Kong (by diplomatic bag); and

iii) the further costs of referring applications to the

Dependent Territories by telex in urgent cases.

2. The Hong Kong Immigration Department have now written to the London Passport Office enclosing a statement purporting to show that the Passport Agency failed to settle accounts due to the Hong Kong Government relating to visa applications referred to Hong Kong, The charges from £3 to £6 in individual cases and appear to cover the costs incurred by Hong Kong in replying by telex to applications referred by the Passport Agency by telex.

Although it appears that such payments may have been made in the past we have been unable to trace any record of policy papers or an agreement to meet such costs.

Quite separately Hong Kong advised the London Passport Office on 4 June that under local legislation the reply telex charge was being increased to £8 (copy attached).
