Mandy Boardman, at the Liverpool Passport Office, has sent me the enclosed copy of the administrative instruction to the regional offices authorising this action, dated 1 April 1985. She said this came from Passport Office HQ. If this is the case then I confess to being puzzled as to why you should now query the account sent to you by HKID? can only assume that when the UK Passport Agency was awarded the contract to issue visas on behalf of Hong Kong that such an agreement to reimburse telex referral charges formed a part of the contract and, that is why these instructions to regional Passport Offices were issued.

5. In view of this, it would not appear necessary for the FCO to pursue this with HKID, but rather a matter for yourselves to resolve with them direct.
