ENTRY VISAS FOR DEPENDANT TERRITORIES
1. Please refer to your letter of 20 August addressed to Ron Sindon which has been passed to me in his absence overseas. Unfortunately, enquiries about these matters have taken longer than I would have liked and I apologise for the delay in my reply.
2. I confirm that visa fees cover the basic costs of processing such applications (in keeping with the Treasury requirement for full-cost recovery) and that these fees are levied in accordance with the Consular Fees Act 1980 and the The Consular Fees Order 1989. I attach a copy of the 1989 Order for ease of reference. From 20 (a) and (b), you will see that the visa fee and the fee for the referral of documents to another authority are covered under the Order. The costs of referring such applications by telex and the costs of replying to such referrals by telex are, however, an administrative arrangement, outside of the Order. I enclose an extract from DSP Visa Vol 3 which sets out the arrangements on fees in respect of Dependant Territories or Commonwealth countries, at paragraph 1.11. The procedure for the collection of telex/telegraphic/telephone charges is described in sub-paragraph 1.11.3.

I have checked this with the Overseas Accounts Section of our Resource and Finance Department (RFD) who confirm that telex fees collected from applicants in respect of referrals to another authority are in fact credited to the relevant Dependant Territory schedule in the Post's account (not the Telecommunications subhead as para 1.11.3 states our Visa
