We have spoken about how best to respond to the suggestion (made at the May Ad-Hoc meeting) that Hong Kong was being used as a springboard into Europe by illegal immigrants from the PRC.

The issue of Chinese asylum seekers has been taken forward by CIREA, but we agreed that it would be helpful if we clarified the more general position on illegal immigrants at the next CIREFI meeting on 24 November.
3. With that in mind, I have prepared the attached draft UK note, which I should like to submit to the Council Secretariat tomorrow. (I realise it will almost certainly not be translated by the time of the meeting, but it will at least demonstrate that we have done our bit). You will see that I have drawn heavily on the information you supplied.
