FIJI: POSSIBLE INVESTMENT IN AND SETTLEMENT BY HONG KONG NATIONALS

The Permanent Secretary in the Ministry of Home Affairs told me earlier this week that a range of proposals had recently been put to the Fiji Government involving investment in and settlement by Hong Kong nationals. One such proposal entailed the granting of rights to settle in Fiji for up to 40,000 Hong Kong nationals in return for an immediate investment by each of US $100,000. Ratu Jone Radrodro said that the Fiji Government were attracted by the money, had misgivings about the settlement and questioned the credentials of the middle-men who were proposing the arrangement. Could I advise? On my suggestion, he subsequently put the same request to Eric Humphreys, who was then visiting us from Hong Kong.

After stressing that the matter was one for the Fiji Government to decide, I told Radrodro of the political background, suggested that the Chinese or Taiwan Governments might have views, warned that such immigrants might need careful screening and said that I would, if he wished, seek further views from London. wished: hence this letter.
