FIJI: POSSIBLE INVESTMENT IN AND SETTLEMENT BY HONG KONG NATIONALS

Thank you for your fax of 11 March to Red Norton (who is on his familiarisation visit to New Zealand and Fiji) about the Fiji Government's interest in offering settlement rights to Hong Kong nationals in return for inward investment.

2. HKD are aware of a number of similar proposals involving for example St Kitts and Nevis, Gibraltar and St Helena. far as they know, none have enjoyed any success so far. As you rightly suggest, it is entirely a matter for the governments concerned to decide whether to establish investor settlement schemes. Similarly, the people of Hong Kong are free of course to avail themselves of whatever schemes they wish.

3. One of Radrodro's main worries appears to be the credentials of the middlemen who have proposed the Fiji scheme. This is of course of crucial importance. You might suggest to him that the Fiji Honorary Consul in Hong Kong, Mr Desmond Lee, should make some enquiries before any decisions are taken. We could not do this on the Fijians behalf.
