With reference to paragraph 2 of Rome's telegramme 166 copied to Hong Kong, it would be interesting to find out how many Hong Kong citizens have in fact made use of Italy's "administrative device" in order to go to Italy. Would it be possible for you to enquire at the Italian Consulate General and let us know?
