4 Permission for Permanent Residence

The criteria for permitting the permanent residence in Japan, which has not been a country of immigration, are generally strict. Permanent residence is permitted only when a foreign national has established a permanent base of livelihood and when it is deemed that his permanent residence will be in accord with the interests of Japan.

More concretely, permission for permanent residence is granted only when a foreign national, at least, fulfills the following conditions.

There is no rule on the residence history. However, the fact that the person has continuously resided in Japan for 5 years or more is usually counted in practice (not required for former japanese nationals, spouses and children of Japanese or those who have permanent residence status, those who have been recognized as refugees, persons who have made a notable contribution to the life of Japan, etc. It should be also noted that the continuous residence of 5 years does not mean the automatic permission for permanent residence.) .

That the person has sufficient assets or ability to make an independent living (not required for spouses and children of Japanese nationals or those who have permanent residence status, and those who have heen recognized as refugees).

That the person is of good conduct (not required for spouses those who have and children of Japanese nationals or permanent residence status),
