PROBLEM
1.
Lord Geddes has written to Mr Goodlad to ask if he could
talk to him about the allocation of British passports under the British Nationality Scheme 1990 to Royal Naval Hong Kong
Chinese personnel; he feels this category should receive a more generous allocation.
RECOMMENDATION
2. As this matter falls to the Home Office I recommend that
Lord Geddes be asked to contact them. I accordingly submit a
draft reply. We have consulted the Home Office who are
content to take the lead.
BACKGROUND
3. This subject has been brought up before. On this occasion
the Captain in Charge, Hong Kong has written to Lord
Shackleton who passed the letter to Lord Geddes. I was very surprised to see that a serving officer should write in these terms to someone outside the Government, effectively lobbying
for a change of Government policy in an area in which he had a
direct interest. We have raised this with the MOD. They too
regard the Captain in Charge's approach as improper and are
dealing with the matter on naval channels.
