Dear Chris,

VISITS TO LONDON BY LEGCO MEMBERS

1.

You will wish to be aware that the LegCo Delegation (Emily Lau, Christina Loh, Jimmy McGregor and Dr Leong) have the following FCO calls scheduled:

25 January

26 January

27 January

2.

15.45 to 16.15 17.15

10.45 to 11.15

Mr Hum and Mr Ricketts

Mr Goodlad for drinks Secretary of State

As you know, they have told us that they will be asking about "British Citizenship for Hong Kong British subjects". The main focus will probably be on the ethnic minorities, but we can also expect them to raise other categories such as the wives and widows of ex-servicemen (we talked about this recently in the context of Hong Kong telno 2973) and perhaps provisions for the treatment of children.

3. On the latter, are you able to bring me up-to-date on registration of children caught by the anomaly in British nationality law? Dr Leong, as you may be aware, has taken a particular interest in these cases. He called on Mr Goodlad last September. At that stage he told Mr Goodlad that he had identified about 150 affected families involving 220 children. It would be helpful to be able to confirm to Dr Leong, who doubtless will have been following the issue in the intervening months, how many children have had right of abode in the UK granted under the terms of Mr Goodlad's letter to Dr Leong of 7 September 1992.

4.

Would it be possible for you to let me have sight of any material you put together by 20 January?

Yours

ever,

Debbie.
