I am writing to give you an interim reply to the letter which you gave to the Prime Minister in Tokyo on 20 September. I shall ask the Foreign and Commonwealth Office to reply more fully to the points you have raised.

You asked that the Prime Minister and the British Government should take up the long-standing concerns of former prisoners of war in the Far East. The Prime Minister raised this question with the Japanese Prime Minister during their talks on 20 September. I enclose a copy of the statement which, by agreement with Mr. Hosokawa, the Prime Minister made after their meeting. You will see that it makes clear that contacts between the two Governments on this subject are to continue.
