Thank you for your letter of 19 August about the on-Chinese ethnic minorities in Hong Kong and the wives and widows of
ex-servicemen. The Hong Kong Government know of your decisions on both points.
My previous letter was intended to bring to your attention the
strength of feeling which both issues have generated in Hong Kong and which filtered through into discussion of nationality matters in Parliament in July. As Minister with responsibility for Hong Kong you will appreciate that I have a duty to pass on the representations of the Hong Kong Government and the formal recommendation of the Governor on both subjects. It is also my impression that there is a growing number of MPs including on our own benches who are concerned about both these groups of people and that the pressure to change our policy will continue to mount.

I am enclosing a letter which I have written to David Howell to set the record/ straight with the Foreign Affairs Committee on Government policy on the ethnic minorities. I am visiting Hong Kong in early October and will be in touch with you again after that to discuss this further.
