Summary

1.

This private Bill passes its second reading in the House

of Lords. No unexpected exchanges in the House of Lords. It

may surface again in the Lords on 11 January; that should be

the last we hear of it.

Lord Bonham Carter duly introduced his Bill for a second

reading in the House of Lords at 21.00 on 13 December. It

Bill was debated for about an hour; it then received a second

reading and was passed on to Committee.

Lord Geddes may ask colleagues to consider amending the

Bill to include provisions for British citizenship for locally

engaged personnel (LEP ie serving in the Garrison). He can

move an amendment between now and 11 January when the Bill

will be up for further consideration. At that time a

timetable can be set for committee work or, if no amendments

are moved, Lord Bonham Carter could be expected to move a

motion to discharge the Committee and to move on to the third

reading. Once the third reading is completed (on the spot)

the Bill moves to the House of Commons for its second reading.
