Problem
1. At the Hong Kong Association lunch on 13 July, the
Secretary of State undertook to look again at the question of British citizenship for the non-Chinese ethnic minorities in
Hong Kong. Mr Goodlad told the FAC on 14 July that he would
write to the Home Office about it. The Governor has now also
returned to the charge.
Recommendation
2. That Mr Goodlad write to Mr Wardle (and also raise the issue of citizenship for wives and widows of ex-servicemen). I submit a draft letter.

Mr Goodlad wrote on 19 April to Mr Wardle to register
LegCo's support for British citizenship for the ethnic minorities. Mr Wardle replied on 12 May with the standard
Home Office line: that the position of the ethnic minorities was adequately protected; and there was no prospect of
