Talks with China
2. Ninth Round due 16/17 August; (Mr Ricketts will attend from London). Sir R McLaren will be breaking his leave in the UK to lead our team. He will then return to the UK and will be available for consultations in London from 31 August to
2 September. He will return to Peking on 4 September.

A number of leaks have appeared in the Hong Kong press; the most significant was in the Sunday Morning Post on 2 August attributing to "London sources" the view that the Governor's address to LegCo on 6 October was not our final deadline (as had been rumoured in the press), although this was what we wanted the Chinese to believe; the "real" deadline was mid-December. We suspect the actual source of the leak was in Hong Kong; a view supported by two further stories (on the substance of the talks) in the Hong Kong Economic Journal on 12 and 13 August which we understand came from ExCo and Chinese sources respectively. I have suggested to the PA's office that the Acting Governor might like to remind ExCo at their next meeting of the need for confidentiality.
