It is significant that the Hong Kong Legislative Council has unanimously asked for special treatment for this group. There are precious few themes on which that group of people is unanimous. The fact that they are on this issue deals very effectively with the worry, which used to be felt by many people, that special treatment for the non-Chinese ethnic minority would be resented by others in Hong Kong. Clearly, that is no longer the case. Nor, incidentally, do I believe that special treatment for this group would cause any difficulties with China. Quite the contrary. The Chinese will always say that this group is the responsibility of the UK.
