Thank you for your letter of 24 August. As you observe, we have been chasing New Delhi for some time on the question of acquisition of Indian citizenship by Hong Kong nationals of Indian ethnic origin.

2. We have just received a further letter from New Delhi. This reported, in clarification of Dinesh Singh's parliamentary reply of 22 March, that the Indian Foreign Ministry had noted that anyone applying for Indian citizenship would be subject to the usual naturalisation laws (ie no special treatment would be given for Hong Kong citizens). The relevant law allows for application for Indian citizenship from people "of Indian origin" among other categories. have asked New Delhi to let us know how "Indian origin" is defined. We will let you know the outcome.
