When Sir John Coles held talks with his Indian opposite number, Mr Srinivasan (Secretary (West), MEA), Mr Srinivasan raised the subject of the situation in Hong Kong. Sir J Coles outlined the current position and our thinking on the way forward in the context of China's overall international position, the developing views of the new American administration and the probable timetable necessary for tabling legislation to enable elections to take place in Hong Kong. Mr Srinivasan observed that India attached importance

It was envisaged that their interests would be safeguarded until the middle of the next century but the Indian Government thought that the interests of successive generations should also be kept in mind. Mr Srinivasan also raised Lord Howe's Report on Human Rights in China. Sir J Coles said that a draft report was already available and undertook to send the Indians a copy of the final report as soon as it was available. I would be grateful if you would ensure that this is done.
