13. I had originally thought that an answer to an arranged Question might suffice to clarify the situation but, given Miss Lau's
subsequent remarks I am inclined to think that it would be better in the first instance to write to Miss Lau explaining the position, offering to repeat the assurance publicly but making clear that, in
doing so, we could not extend it to ethnic Chinese BN (0)s.
14.
The Home Secretary may like to take the Governor's mind on how
to handle this tricky issue, when he sees him next week. If,
following that, he wishes to proceed as proposed above we will, of course, provide a draft.
