I agree with the view put forward by Mr Hayward, NTCD it is really far too early to consider registering ethnic minorities given that our registration system applies only in posts where it is considered we need details of the whereabouts of our people in the event of an emergency eg evacuation. I would go further and say that to be seen registering these groups at this particular time might even send out the wrong signal. Hong Kong is a category 'C' post which means we have not found it necessary in the past to register British nationals; I think we should look at this again, as Mr Hayward suggests, nearer the time.
