I attach a passage for inclusion in Mr Wardle's speech in the Debate on the two Hong Kong Orders in Council tomorrow, on the lines agreed at the Home Secretary's meeting this morning. The passage would probably fit in best at the end of the "general aim" section on page 3 of the draft speech.
