Home Office line (a copy of the traditional line to take on
the ethnic minorities is attached, together with a separate
line to take on its (non) application to ethnic Chinese in
Hong Kong. These are also included in the supplementary pack). In addition the Minister could make clear that policy responsibility for these matters rests with the Home Office, and that he and that he will pass on any views expressed. But
it would obviously not be helpful to imply any differences
between us and the Home Office on the issue.
