ASSURANCE FOR ETHNIC MINORITY
Problem
1. The Home Secretary has decided that the assurance for the ethnic minorities should not apply to other groups in Hong Kong. The FAC may probe for inconsistency with previous
Government statements.

I recommend that the Minister stick firmly to the
attached Home Office line, making clear that responsibility
lies with the Home Office while deflecting any suggestions of
schism between the FCO and Home Office.

that he has decided that the assurance to the ethnic
minorities should not, in extremis, also apply to ethnic
Chinese in Hong Kong (contrary to his indication to Emily Lau on 9 June that it would). He is also writing to Ms Lau to
make clear that the Government's assurances do not extend any
