1. I submit briefing for this meeting and attach'a copy of the delegation's programme which includes a call on the Home Secretary and Mr Wardle and on a number of peers and MPs.

The delegation is led by Emily Lau and includes Ronald Arculli, Simon Ip and James To. LegCo Councillor Howard Young, in London but not formally a member of the delegation and Mr Clarke, from Legco's London office will also attend. Mrs Barnes Jones and I will attend from Hong Kong Department and Ms Everett from News Department.

Emily Lau has been the moving force in mobilising LegCo support for this visit. (She is Chairman of a LegCo sub-committee set up last November to consider nationality issues - and in particular to look at the position post 1997 of the ethnic minorities.) The visit was originally intended to focus on the case for British citizenship for the 7,000 or
