I am afraid the figure 100 quoted by the
Secretary for Security at the LegCo debate was an estimate. There was no way to obtain an accurate figure. As far as we know, these truly stateless people are made up of mainly White Russians and Eurasians. There may also
be a small number of Indians and Pakistanis. Their stateless condition, however, is not something that cannot be helped. If they would like a nationality, they may apply for naturalisation as BDTCs as they have all resided in Hong Kong for a long time.
