Ministers always made it clear that the scheme would cover a
maximum of 50,000 households. This is the figure specified in
the 1990 Act. The figure of 225,000 was always intended as an
illustrative not a definitive upper limit. It was not possible
to predict with any certainty what the total including dependants
would be. The best way to assure the maximum number of key
personnel was to determine the size of the package by the number
of heads of household. We had, however, to provide Parliament
with an illustration of the maximum immigration commitment likely
to flow from these measures.
