Stans of Ethnic Minorities in Hong Kong after 1997
By way of introduction, the ladian Resources Group ("L.R.G.") is a recearly formed group of Indian professionals and traders which has been established to provide a forum for Indians front a broad range of professions and occupations to promote the role of the Indians within the Hong Kong community. One of the 1.R.G.'s goals is to encourage greater participation of the Indian community in local affairs. The LR.G. is unique in that it is the only Indian group in Hong Kong that seeks to provide a platform for Ludian professionals whose views have hitherto gone unbeard.
Though discussions with The Honourable J.D. McGregor, the LR.G. has learnt that be bus once again raised with OMELCO the sue of the zacionality problems likely to be faced in 1997 by those echaic minorides who presendy hold British Depende Territories Citizen ("BDTC") passports. Indeed, recent press reports beve quoted Your Excellency on this maner. As a long time friend of the Indian community, the Honourable J.D. McGregor has fully appreciated the tremendous concern of our community over the nationality problem and it is on this matter that the LR.G. sanks to address Your Excellency in this letter,
We have read "The Agenda For Hong Kong" and, in our opinion, one item conspicuously absent therefrom was this Government's plans for dealing with those ethnic minorities in Hong Kong who presently hold BDTC passports but who will, after 1997, becous effectively stateless. The British Government's response to the plight facing these people has not been well received and indeed it has beec described as being in breach of the 1961 Convention on the Reduction ci Statelessucss by a lecturer in law at the University of Hong Kong.
