As regards passport-holders of third countries

who live in Hong Kong, they may acquire the right of abode

in Hong Kong after 1997, under Article 24 of the Basic

Law.

The details of this are being discussed with the

Chinese authorities in parallel with other amendments to

align the Hong Kong Immigration Ordinance with the Basic

Law.

The Hong Kong Government has passed your requesto

and views Lo the British Government, both after the

Legislative Council debate on 18 November, 1992 and after

the Nationality Sub-Committee meetings on 29 December and

13 January, 1992. However, I have to say that I do not

consider further concessions from the British Government

likely.
