This meeting had been requested to discuss British gitizenship
for Hong Kong British subjects, particularly ethnic minorities
whose descendants will become stateless after 1997. We were
originally advised by Mr Ross Clarke of OMELCO that there would
be nine councillors but only Mr Young attended.
2. Mr Young said that he and many of his colleagues were
genuinely concerned that ethnic minorities in Hong Kong, who were
either British Dependant Territories citizens, British Nationals
(Overseas) or British Overseas citizens, whilst being entitled
to the Right of Abode in Hong Kong, would become stateless after
1997. He accepted that a recent pronouncement from Beijing meant
that these people were entitled to apply for Chinese citizenship
but stressed that no-one knew what the procedures were for doing
so or what criteria had to be met. He was also concerned their
nationality would not be transmitted beyond the first two
generations.
