We took action as instructed by TUR. Michael Ebel, the Desk Officer responsible for Hong Kong in the MFA, thanked us for the information and said he would circulate it further. The statistics for migrants last year were indeed good.

I need your help on another Hong Kong matter. Recently, Count Otto von Lambsdorff, Chairman of the Free Democrats, visited Hong Kong. On returning to Bonn, he put a number of questions to the MFA which they need our help to answer.

Von Lambsdorff is concerned about the fate of the British passport holders in Hong Kong. Who is eligible for UK citizenship? Who is not and what are the criteria for eligibility? What is likely to happen to those not eligible come 1997? Are there people in Hong Kong who hold both British and Chinese passports and what are their citizenship rights? understand that von Lambsdorff is particularly concerned about Pakistani and Indian British passport holders. Overall, the MFA would be grateful for our view of the citizenship question. Do we intend to discuss it in the EC (we may already have done so, I did not know)?

4. I imagine that by British passport holders, von Lambsdorff means British Dependent Territories' citizens.
