As JPs are appointed by the Governor under the law to perform a wide range of public duties, their services should have been included as point-scoring under the public or community service head if they were grouped under an organisation of one form or another. As it is the nature of their work that counts, not the format or entity through which they perform their functions, it is recommended that Article 17 of the Schedule to the Order should be amended to include service as an non-official JP under the public or community service and that it should score points at the same rate as what has been recommended for service as member of an approved public body, i.e. 3 points for each year of service.

Some of the JPs are, however, not in active service for personal reasons. Since the justification is service to the public, it is necessary for JPs to be in active service in order to be allocated points. This is consistent with Article 17(5) of the Order, which provides for points to be allocated to applicants in active service in the auxiliary services.
Recommendation

It is recommended that active service as a Justice of the Peace should be counted under the public or community service head and attract points at the same rate as being a member of an approved public body i.e. 3 points each year.
