No 10 have asked us to consider amending the British
Nationality Scheme to give a better chance to Hong Kong
employees of British firms in applying for British citizenship.
Recommendation
2. I submit a self-explanatory draft Private Secretary letter
to Mr Chapman at No 10 which explains why we do not recommend re-jigging the scheme in the sense suggested. The Hong Kong
Government, the British Trade Commision, DTI and Home Office
have been consulted.

Background
3. This request arose in connection with lobbying by the Managing Director of Bonas Machine Company after applications under the scheme by two of his key Hong Kong employees had been turned down. We had in any case been looking at the performance
of employees of British Undertakings (the formal designation) in the scheme under a remit (past papers attached) from Ministers
to keep the scheme under review during the first phase. I also
attach our most recent earlier submission about the Bonas
employees.
