I refer to your faxed letter of 28 January concerning serial numbers of passports.
I have spoken to Passport Agency headquarters here. They tell me that it is impossible to allocate serial numbers at random. The only option is to consider smaller batches so that the number sequences are more interrupted and dispersed.
I understand that HONT have tended to order large numbers partly because your finance colleagues have not wanted to incur the expense of air freight and if the passports are to travel by sea the long slow journey ought to be made worthwhile with a reasonably large consignment.
Given the concerns that have been expressed you may wish to have a word with Grant Austin and your finance section with a view to arranging for more frequent but smaller deliveries by air. Perhaps Grant could also consider the possibility of issuing passports at random from the different batches at his disposal
we go onto this system.
It maybe, though, that security/record keeping considerations would make this too difficult.
