Safeguards
18. The safeguards described in the last report to ensure security and to prevent corruption have operated satisfactorily. There has been no allegation of malpractice corruption received against the staff involved in handling the applications.

Inipact & the way forward
19.
The scheme has been positively received by the people of Hong Kong. It has been successful in providing people who have demonstrated a high tendency to emigrate an assurance to stay in the territory. The current target is to bring the current phase of the scheme to a conclusion by 1 January 1994 and to allocate the remaining places in a second phase soon thereafter in order that the scheme will achieve the maximum impact on anchoring key personnel in Hong Kong.
