I am sure that you will agree that it is more efficient for the Director of Immigration to write direct to overseas applicants. I should be grateful if you would let us have a confirmation that the Secretary of State is content for the Governor to evornice the function of refusing applications for registration of BDTCS as BN (0)s submitted after the corresponding relevant dates, regardless of whether the applications are made to him. For those late applications which the Governor considers should be accepted, we will, as previously agreed, inform the posts and send the applications back for the posts for processing. nominal authority in approving late applications will, ...therefore still he the Ambassadore etc.
