(D) Conclusion

8.

During the first phase of

This

the BN(O) registration programme,

218,618 applicants belong to the first phase age group turned up for

registration, representing 84% of the 260,000 age group population.

response rate is satisfactory as the relatively higher turn-up rate

indicates the lower number of late applications which would require extra

resources to scrutinze at a later stage.

9.

Another note-worthy phenomenon is the good response from other

age groups. Of the 363,968 BN (O)s registered, some 40%, i.e. 145,350

applicants belong to the age groups of other phases. This means a

portion of the BN (O) registration work has been advanced to the first

phase registration period. In the light of this situation, the number of

BDTCs turn up for registration towards the latter part of the registration

phased programme will be scaled down. Given the high response rate,

additional staff resources will be required in the early part of the

in particular during phases II, III and IV when the respective

estimated age group population is higher than that of the first phase. It

is anticipated that the high level of BN(0) registration workload will

prevail until at least up to the cut-off date for applications of phase IV

on 28.2.1995.
