The BN(0) phased registration programme was launched in mid-June
1993. As at 30.10.93, 363,968 BN (0) passport applications were received. Of
these, 218,618 (60%) belong to the first phase which represented some 84% of
the 260,000 eligible BDTCs in the age group from 1967 to 1971.

The overwhelming response rate was attributed to the following
(i)
Open invitation for application
There is no opening date for the various phases. Early
registration for BN (O) is welcome.
This is particularily common
when a family comprising of members of various age groups apply at
the same time.
(ii) Concession for concurrent holding of BN(0) and BDTC passports
The concession given by the Home Secretary to allow HKBDTCS to
hold two passports allays the concern of the public's worry that
becoming a BN (0) citizen would deprive them of their right to hold

a BDTC passport until 30 June 1997. It also serves as an incentive
for early BN(0) registration.
(iii) Extensive publicity coverage

registration phased
programme has been made both locally and overseas by various forms

TV/radio ΑΡΙ was broadcast on regular basis.
Advertisements were published on newspapers and magazines.
Information leaflet on cut-off date of the phased programme and a
guide book on BN (O) passport are introduced and obtainable at all
Immigration Offices and District Offices. Circular letters were
sent to over 4000 major commercial establishment and community
groups to promote the programme. Furthermore, CSB circular was
issued to draw the attention of all government employees. As
regards overseas publicity arrangements, all British posts, UK
passport offices, and HKG overseas offices were requested to
publicize the phased programme to HKBDTCS resident abroad. These
offices were provided with posters and information leaflets for
dissemination. Advertisements were placed in 9 Sing Tao overseas
editions (including USA, Canada, Australia, New
Europe) and 2 magazines in late July and early August.
on the phased programme were provided to HKG overseas offices to
arrange for broadcasting by overseas Chinese stations. During the
latter half of October, wide publicity activities were boosted to
focus on the cut-off date of 30.10.1993 for the first phase
applications.
