I have redrafted this tel in the light of Mr Kelly's comments and our own. I am now faxing the fresh draft, which has various holes in it. If you can both agree to this outline, I suggest that we fill in the details, and then that we should clear with Legal Advisers - I have Miss Brooks in mind given the Basic Law/Joint Declaration angle on which right of abode after 1997 hinges.
