We did consider procedure along the lines proposed in your para 7 when we looked at the case referred to us by HKID in February. We concluded that it would be criticised for being excessively bureaucratic. A procedure involving the production of a passport, issuing it
''momentarily'' and then cancelling it would invite ridicule.

We hope that once you have considered the above comments you will feel able on reflection to agree to our proposal for a modified endorsement on the passports of British citizens who wish to register their status as BN(O).
