You will by now have seen my letter to you of 23 August and FCO telno 201 to Abidjan. I hope that these meet the concerns expressed in your letters under reference. You will see that our posts overseas have been told to expect your Overseas Offices to make contact about publicity for the scheme and the distribution of application forms. It will be important for your offices to liaise with our posts in advance of any action that they take (and of course to ensure that they do use our forms). In Canada, America and Australia, this means talking to Ottawa, Washington and Canberra - the central passport issuing offices for those countries. Central issuing offices exist also at Wellington, Johannesburg, Madrid, Paris, Düsseldorf and Amsterdam for the countries in which they are situated.
As far as the Ming Pao article is concerned, my instinct would be not to respond unless the paper raised the matter again.
