1. Your minute of 25 August refers. Our Posts know that they get their passport application forms from the UK Passport Agency so I am not sure to whom Ming Pao spoke in Ottawa. All Posts in Canada are being told to ensure that they have adequate stocks of forms. Ottawa, the passport issuing office for all Canada, ordered a replenishment stock on 6 August but could only be given half. (The form is being reprinted because Hong Kong have amended the guidance notes in a way which affects our version as well as their own!)

Ottawa report little difficulty in meeting requests for application forms. They did however say that the Hong Kong Trade Office had not helped matters by telling people about the registration scheme 5 weeks before it was announced in Parliament.

I have no objection to Hong Kong offices helping with the publicity for the scheme and with the distribution of application forms provided that they liaise with our Posts in advance as Miss Ho suggests and provided they use our forms. Canada, America and Australia, this means talking to Ottawa, Washington and Canberra which are the central passport issuing offices for those countries. Central issuing offices exist also at Wellington, Johannesburg, Madrid, Paris, Düsseldorf and Amsterdam for the countries in which they are situated. We will tell Posts that the local Hong Kong representative may be in touch with them and that they should make sure they have adequate stocks of forms.
My advice would be not to respond to the Ming Pao article unless the paper raised the matter again.
