Message: Please refer to the attached press cutting from Hong Kong, suggesting that the Chinese might approach us to ask us to put a stamp in BNO passports stating that HK permanent residents have right to enter Hong Kong. We have had no official approach to date.

Grateful for your comments on whether this might be possible in principle. As I recall, the reason we decided against a stamp saying that "holder has right of abode in Hong Kong" for such passports was that the Chinese would object to anything which carried beyond 1997.

Also grateful to know your views in due course on Hong Kong telno 1420 and 1421 (on the latter, Hong Kong have told us to take no action and said that they will telegraph further).
