Thank you for letting me see your draft response to Hong Kong tel

.no. 1420.

I have no objection if NTCD wich to re open the question about the terme of the un(u) cndorsement on the 20 passport. I do not see the questions of right of abode in Hong Kong and endorsements about this on passports as ones primarily for Nationality Division. We and Passport Agency would be content with either the long or the short endorsement. The problem seems to be that the "Statement of fact" ceases to be that after July 1997 if the

people concerned lose right of abode then. (Their permanent identity card showing right of abode also becomes out of date at that point). I was not aware of this possible loss of right of

abode when we first considered all of this some months ago. I

suppose that armed with that knowledge one would have opted for the simple DN(0) endorsement because that status would continue beyond 1997. Ideally one would also not have a right of abode

endorsement in the DN(0) passport for the same Itason. however, I do not see B4 as being in the lead on this.

As I say,

of right of abode. Paragraph 2 of tel. no. 1420 seems to be saying that BN(0)s (and presumably BDTCs) who are also BCs will
