CONCURRENT HOLDING OF BNO AND BDTC PASSPORTS: OVERSEAS BN(0) APPLICATIONS

Thank you for your minute of 16 September attaching a copy of a fax dated 15 September from Ingrid Ho in Hong Kong in which she complains about the action taken by our Embassy in Washington on the retention of valid BDTC passports by applicants for BN (0) passports.

We have looked into this. It is our view that the Embassy is acting both in the spirit of the Agreement and in accordance with the instructions sent out to Posts in our telegram number 154 to Abidjan. The UKPA are taking a similar line (copy of minute attached).
3. You may therefore wish to respond to Miss Ho along those lines pointing out that unless an applicant for a BN(O) passport expresses a wish to keep his BDTC passport, the BDTC passport will be cancelled. The proposed amendment to the DSP Passport Chapter received from HKID recently will be further revised by
