Publicity Campaign for the Phased Programme for British National (Overseas) Registration
Thank you for your letter of 5 October.

In view of the large number of posts involved in the publicity campaign, we were unable to despatch all publicity materials on the same day, hence we sent them in two batches on 22 July and 30 July respectively. It was our intention to include the major posts and passport issuing offices in our first distribution list because apparently they (except one or two) were in territories which have large number of HKBDTCs. To ensure speedy delivery, we even deployed DHL service for sending the publicity materials to certain major offices. As for the rest of the posts, we relied on the normal despatching system, i.e. by Bag or airmail, but in all cases, printed documents were sent under covering letters addressed to individual Embassies, High Commissions or Consulates.
As you might not have seen a copy of our circular letter of 22 July, I now enclose a copy for your reference. With hind sight, I think we should have indicated in our circular letters that there were totally two distribution lists So that recipients would not be puzzled by the apparent incomplete distribution.
