Proposed amendment
Under
Article 4(4) of the 1986 Order, an
application for BN (0)
registration made after
the relevant final dates may be accepted if the
applicant shows that there are special
circumstances which justify his being SO
registered.
Criteria and procedures for
accepting such late applications are contained
in DSP Consular Volume 2 Part 1, Appendix 27."
