Late BN (0) Registration Applications

Thank you for your two faxes of 2 and 8 November about the requests from Johannesburg and Singapore for instructions on accepting late BN (0) applications.
I have spoken to our Nationality and Treaty Department (NTCD) who tell me that the criteria for accepting late BN (0) applications has been agreed with the Home Office and that they have already produced a draft amendment to DSP. amendment will be issued as soon as possible but NTCD could not give me an exact date. They have therefore undertaken to reply to both Johannesburg and Singapore and to let them have instructions in the meantime.
Whilst on the subject of accepting late applications I wonder whether there have been any further developments on the appeal panel. The last we heard on this was your fax of 15 July. Could you bring us up to date on this?
