Chris Kelly has shown me Hong Kong telegram No 1709 asking for aline to take on Emily Lau's motion calling on the Government to confirm that, if BN (O)s are expelled from Hong Kong after 1997 they will be accepted for settlement in the UK.
Mrs Lau raised with the Home Secretary in August the implications of the Chinese authorities' treatment of Mr Han Dong Fang for BN(0)s after 1997, and the Home Secretary touched on the point I attach a suggested line to take in his reply of 5 October. building on that.
