4. It is not clear at this stage whether staff reinforcements may be required in Ottawa. It may be that the period ending October 1993 was not typical and not therefore indicative of future trends. The 1993 Order only came into effect on 21 July 1993 but the final date for receipt of applications for those born between 1967 and 1971 was 30 October 1993. This meant that this segment of the Hong Kong population had only 3 months from the date of the Order to lodge their applications. Moreover, in practice, publicity only got underway in August/September 1993. In addition to this segment of the Hong Kong Chinese population a fair number not born between 1967 to 1971 may also have been encouraged to register because of the recent publicity.

5. It remains to be seen whether the present upsurge continues. The inspectors will be in Ottawa in January and are being briefed to look closely at the position there.
