Proposed Criteria for Accepting Late Applications for BM(0) Registration under Article 4(4) of the Hong Kong (British Nationality ) Order 1985
1.
General
Fot consideration of accepting
late application,
special
circumstance may be taken as one which provides a good reason for the applicant's failure in applying in time. The applicant should furnish documentary evidence to support the reason given.
2.
Special Circumstances
The following special circumstances in respect of late applicants are normally considered as acceptable reasons justifying acceptance of their applications :

overseas travels on or immediately before their respective cut-off dates
hospitalisation or meriical or health problems encountered on or immediately before their respective cut-off dates;
imprisonment or detention on their respective cut-off dates:
their not being able to establish their claim to the HKBDTC status on or before their cut-off dates:
their being
geographical/communication problems As a result of resident in remote areas/countries without HMG representatives;

full-time students studying overseas;

the failure of parents/guardians to submit applications on their children's behalf on ог before the children's respective cut-off daces due to reasons stated above; and
their being
being abandoned children without parents/guardians to submit applications on their behalt.
Other Consideration
Other special circumstances put forward by applicants will be considered On their individual merits. In case of doubt, overseas British posts should refer the applications to Hong Kong Immigration Department for consideration.
DSP Promulgation
The criteria as mentioned in paragraph Diplomatic
2 will be incorporated into Service Procedures so as to provide guidelines for staff of Overseas British posts in handling applications from overseas HKBNTCS.
